I don't know what "reasonable" has got to do with it. At this point, he's not going to get into issues some have brought up in the past, like contract renegotiation. Why bother, no gold is going to be extracted for probably 15-24 months from permit issuance. He could potentially do that later (though I personally think he will be substantially weaker, if not removed from office). The only thing need be concerned with is permit issuance, or not. This appears to be a function of either internal politics or focus, whatever one wants to believe.
