The "reformed" mining law has been "imminent" for at least 6 years and like most other proposals, permits or real decisions has been in a constant state of deliberation by the variety of players who enter and exit the revolving door of the Venezuelan government's departments and ministries.

Every new appointee starts afresh, with their own round of enquiry, fact finding and upgrading of their department, tossing aside all previous work to get a "fresh" start but they too are soon infected by the same abulia as their predecessors...

Apparently there is no effective delegation of authority in the current Venezuelan administration, and despite all the committees, recommendations and offered solutions, the final decision ultimately results from a snap presidential decree which is predicated by the state of the presidential mind at the time and with little regard to any previously offered research, facts or opinions.

We just have to get used to it.....
