They are close by:

El Manteco is about 100km west of El Callao, which is a bit north of the mine. I posted a simple map in the pictures and El Manteco would be west of El Callao just about to the wide area of Rio Caroni.

Santa Elena de Uairén is the last town on the Pan American Highway (the one that LC is just off) but is farther south - just before you enter Brazil, so about 150 km or so south of the mine.
