You must be referring to these statements-

Minister Sanz advanced that in addition to the payment of "the commitments that will be honest with the miners of Bolivar" the State he works in a proposal for the development of the sector that in the next days will be raised to the considered one of 35 thousand miners that is concentrated in the bolivarense organization.

The proposal of the National Executive will condense, among other ideas, the definition of an area for the execution of the mining of permisada way, the total evacuation of the river basins of the state Bolivar and terminating some concessions that have been granted in that organization.

My Spanish is not that great but my interpretation on the above text paragraph is besides giving the payments to the miners which they were promised, within the next days ie. next week Sanz will provide us with a development proposal for the mining sector ie. where 35,000 gold miners are going to be gainfully employed.

Is this not the Development Plan which NA - Guiterriz discussed back in Oct/07?

Ricardo Gutierrez: They are pleased, but we have to satisfy some demands. That's why we are talking about an integral plan, not just for Las Cristinas, but for all the productive, mining sectors. You know that sector is very poor and disenfranchised, it has many economic and social problems, and Crystallex has been doing excellent social labor there, and that helps a lot.
