Considering the rather confusing and conflicting reports we get it seems that we can logically deduce the following;
1. The permits for KRY and GRZ are not in any technical breach but the delays are entirely political.
2. There is obviously wrangling and dissent within the management of the CVG Minerven ranks and MIBAM. The CVG and MIBAM are "joined at the hip" at several levels, and there are some in that group who are "milking" their positions for every dollar they can get and they would love to expand their personal sphere of influence and income to the detriment of the lower level workers and the people of Venezuela.
3. Past mining ministers had no desire or ability to try to sort this thing out. Sanz seems to be trying, at least in some areas. It would be fair to assume that if the cause of the delay was high level political opposition it would simply be stated outright. It is more likely that the opposition is coming from a lower level in the CVG and MIBAM (probably from the same person or persons who are influential in both).
4. The local people affected are being trampled underfoot and their rights to jobs and an honest income are being ignored. So much for "socialist" ideals. This is a mid level powerplay and corruption deal! Sanz can probably overcome it, but the heads that need to roll are obviously well connected.
5. These delays and talk have really nothing to do with "nationalisation" or "keeping the mineral wealth in the hands of the Venezuelan people". It is intended to keep that wealth in the hands of a much smaller select group of people within CVG Minerven.
