As my late Father used to say, "never accept a "NO" from someone not
empowered to say "YES." Since the Director General of the
Administrative Office of Permits wouldn't have the authority to issue
the permit on his own, I'll wait for Sanz or Chavez to communicate the
decisive NO before accepting defeat!
