Here's a theory:

Let's say The Ministry of Environment hears that Sanz (The Ministry of Mining) is happy with the projects in the area, and is about to suggest to Hugo they get the green light. Not to be undermined by another Ministry, the Ministry of Environment comes out with this garbage so their "voices" can be heard. I'm sure each Ministry likes to think their own is more important.
