My understanding is that he can overrule any decision by his staff (executive branch), that they normally could make, without the Special Powers. The Special Powers allow him to rule by decree within the designated areas an matters that would normally require NA (legislative branch) approval. Though I may be in error, I don't believe this is such a matter? Do you think this interpretation is incorrect?
