Possibly, though I'm more inclined to think it more likely that she (Ortega) is trying to pass the buck (liability for signing off) to someone else (Hugo or Sanz) rather than trying to concel or cover her tracks. I think everyone knows which office is holding things up (unless of course its Hugo himself).
