No. I asked RM the following: Any chance Sanz, as part of his review, made the decision that the project did not warrant the resultant environmental impact ? RM's Response: wrong department. That's it, I don't think we can draw any definitive conclusion though I take it to suggest that he (Sanz) was not involved.
