You suggest it (the lower level corruption) will stop with the permits. Why should it not continue in the form of a "Initiation Act" requirement after this permit and some progress. I ask because if one could provide a reasonable rationalization that the project (assuming it does go ahead) will not be interminably and repeatedly interrupted, its value, and that of Kry obviously becomes much greater.
