That is why KRY halted the stock, KRY is acting appropriately in that a government agency (CVG ) called them and informed them that the CVG was officially informed by the director that the permit was denied by that director ( hell forgot what agency he is from). So even if he is only a director, CVG and KRY has to respect the fact its an official notice.

Now will this hold water and stand up to other agencies and gov, officials is the real question. Hugo did degree that whole area to be the mining capital of VZ, which stood up to VZ supreme court. Also there are several ministers above this director that can over rule this denial.
