If you have a direct access platform you will see that there are many bids/asks at 4 place decimals in between these. Most investors can only trade at prices of 2 decimals so the MM controls all of these "between the bid/ask" prices. I tried to place a buy order at the current ask to 4 decimals and was rejected saying only 2 decimal places are allowed...and I supposedly have a direct access platform!

You will have to place your bid at .70 and will get filled at the intermediate prices....or wait for the ask to reach you. Based on the action I think that is quite likely.
