That great detective, infoejoe, has provided both the phone numbers and email addresses of probable sources of our mystery 'General Director from the Permit Office'. Several of you have tried going the proper route and have asked Richard Marshall for the name to no avail. Now it's time for someone who speaks or writes Spanish to phone or email just a few of the names on the Environment Ministry's website. I would start with the General Director of Environmental Services. Next, I would try the other two 'General Directors'. But, my money's on Leonardo. Here's InfoJoe's link again.
