For what its worth, in response to the question of how they could been caught to flat-footed on this denial letter RM writes -- The MinAmb letter and implications of the letter have blindsided everyone (KRY, GRZ, CVG, Small Miners, the Mayor, the Governor, local communities and many more that we're contacting).
