I question whether the issue for Ortega is really purely environmental, but rather potential personal liability associated with approving the project. Protesting on this basis allows her solid ground for not signing, not doing her job, and covering her butt, JMO. All in all, sounds positive. In any case, either way it goes, we should thankfully know soon. I would bet (actually, I guess we all already have) on getting the permit. Also, I bet our pps is up Monday, in case anyone wants to bail before the yes on no envelope is opened.
