That's complete tripe. The only locals that are pissed at KRY are the ones that caused the damage and got thrown off the property by the government. AFAIK KRY has completed far more social programs thn GRZ.

While both are going to get permits IMO, GRZ has a ling way to go on financing and buying equipment. KRY is locked and loaded, equipment ready to ship.
