Just the opposite IMO. Its possible that she knows that Chavez and Sanz don't agree and will authorize the project. She is now on public record that she was against it if some adverse environmentas impact results. If she thought it wasn't going ahead she would keep a low profile so that the Mayor, Governor, locals, miners etc wouldn't get pissed at her for stopping it and taking away all the economic benefits -- JMO
