Nice overview and analysis. Two corrections though. First the EIS was approved under Ortega's watch, along with the Grz permit. Second, Chavez is not constrainted by termination of his "special powers" in August in regards to overruling Ortega. He can do that irregardless. The ability to dictate by decree allows him to rule absent going to the NA for approval on matters that, under normal circumstances, would be required. This isn't one of those circumstance. In any case, I think your scenario is right on the button, I hope.
