Maybe the plan was always to let us twist in the wind until our only options are to sell to the Russians or take Chavez to court. If we have the permit we can sell to the highest bidder, if we don't we have to sell to whoever offers something close to what we would win in litigation. One thing is for sure, this has nothing to do with protecting the environment.
