Actually, I don't, at least not entirely. The bond is something like $500K, if I recall correctly. It's something, but I don't view it as a huge amount. My understanding via RM is that if there is some sort of environmental disaster, and is linked to an oversight, lack of oversight or lack of diligence on the part of some bureaucrat, that person can be held personally accountable according to Vz law. I've heard this mentioned in the past as a potential issue, and think it may be one of a number of plausible explanations for the actions (or lack thereof) that we have seen. But, it could be that its solely an environmental issue from her perspective, and that she just doesn't want anything happening under "her watch", as relatively short lived as that might be. -- JMO
