Zen, funny you should ask. I had just emailed RM about that question prior to your post and it sounds as if KRY did not have to file one but chose to after discussing with the CVG.
RM:
Crystallex did not have to file a rebuttle however the Company felt it would be prudent to begin this course of action. Crystallex and the CVG discussed the letter and the steps that could address and deal with the letter. Crystallex consulted the CVG on the Rebuttle.
Over the years it has been common for government agencies and Officials to remain quiet and our of the limelight. We do not feel isolated in our approach or quest.
