He said all non-productive mining concessions, of which there were/are thousands of plots, would be revoked and he is moving forward on that at the typical break neck pace of VZ. He was also very clear on the future of mining that would be allowed and that was ownership by the people (i.e. state control) with a contract like the MOA.

He has also said clearly on many occations that he does not want to nationalize mining. That only makes sense considering that there is not much yet so there is not much to take over, although they were very quick to grab Helca's mine when labors started whining.
