The Gag order could be in place to prevent further confrontations with Minbam. This may mean a plan of action has already be determined in the area, and the Mibam is waiting for backing in order to proceed forward.

Alternatively the gag order could be put in place to prevent any violence from occuring in the las Cristinas area. Violence and dissent in this area will not go away with the current stituation regardless of a gag order or not. In addition, allowing small miners to continue mining is a good sign. If you were going to remove mining from this zone you would not allow any activity to protect what remains of the environment.
