Makes a lot of sense when you think about it. Close down all the mines...put the unemployed miners on welfare and then don't pay them. Leave the environmental damage done by the illegal\small miners as a toxic waste dump forever. Do trees grow in soil contaminated with mercury? Poison ivy?
