As long as KRY has legal action going, Vz cannot give the KRY mining contract to anyone else. Why?

One very obvious reason is that the new company taking KRY's contract would have to perform open pit mining.

The Vz has boxed itself into a corner.

It's either issue permits or pay compensation or enforce the no open pit mining mania. If the latter happens Chavez loses Bolivar in the elections.
