Will new mining law resolve envionmental issue?

KRY and GRZ got approval from the mining ministry with lots of envionmental controls, yet ministry of envionment stopped any constuction. Will the new mining law finally overrule any issues Ortega has and allow for permits to be granted? We'll see.
