To the communities surrounding the Project “Las Cristinas”

* It is public knowledge that Crystallex is the holder of the Contract for the mining operation of Las Cristinas, which is legally valid and in full force. Therefore, there will be no impairment to the original commitment undertaken for protecting and preserving the integrity of the areas under its control, as it has been doing all along.

* In the execution of that agreement, Crystallex International Corporation has observed faithful compliance of the provisions in the Environmental legislation, the legislation that governs the mining matter and the provisions in the contract signed in relation with the operation of this Project, thus satisfying, from the beginning, all the requirements of the authorities. The design proposed also respects national and international demands in this matter. The Company has complied with, and will continue to adhere to its decision to respond positively to all the obligations that have been imposed on it by national, regional and local jurisdictions.

* In Crystallex, we wish to fully develop this Project, reason for which we will appeal to all legitimate means within our reach to fulfill the objective, which is the path that the Company will follow as long as there is an open window of opportunity to make this reality happen. It is, among others, one of the reasons for which the support of the community at this time is of the utmost importance if we want to come closer to a maximum and definitive success.

* The challenge taken on by Crystallex, and sustained to date, is undoubtedly filled with many social and economic benefits for the surrounding communities. In addition, the reduction of environmental damages have also become visible in the areas near Las Cristinas. However, these advantages that are already enjoyed (by the communities) constitute only a small fraction of many others that would be possible when the only missing approval is finally obtained.

* It is a known fact that the social programs undertaken in over five years have been fulfilled by Crystallex, at its own expense, without any income from Las Cristinas—that is how far the Company is willing to go in its commitment to the community and to the country. Crystallex has been encouraged by the needs of the communities to reduce the term for completing these tasks as a compensation for the extensive support that they have provided.

* Within an extremely positive coexistence and respect for the parties, it is time to ask for the support of all the communities in order to make this Project feasible, and to this end we have been working tirelessly and building a solid united front that will be heard by the corresponding authorities, so that we are allowed to carry on the path of advances that was already approved by various government entities.

* In the same professional and responsible manner that it has always displayed, the Company is obligated, at this time, to make adjustments and take measures for adapting the project activities to the new reality--which we all hope will be temporary, only until the latest developments that have hindered the pre-existing rhythm that had been achieved, are clarified.

* And last, Crystallex ratifies its commitment to the employees, the community, the shareholders and all other investors, in defense of their rights and interests. Therefore, acting within a legal framework, it will make use of all means necessary to exercise the right that it has to being helped in reaching, achieving and defending the objectives explained herein.
