Group...no...Hugo does not need an instument to do his will. However, if his goal is to take Las Cristinas...deny Crystallex and minimize the diplomatic fallout...it would be smart to hide behind the environment rather than just take it. Who would argue that preservation of the environment is not a noble goal...even it is simply an excuse to piss on legal contracts with minimal repercussions.
