Not sure if someone already brought this up but Hugo is attending a special OPEC meeting this weekend.

Possibly Ortega is taking the opportunity to spout off when Chavez is out of the country. Motivation? - no idea, stopped guessing what middle aged frustrated women want years ago in order to stay sane.
