What I don't understand is what do social projects have to do with the environment?

Also, Is it possible Chavez is giving MinAmb a chance to solve any problems before the new mining law comes into place. That is, to "save face". Once the new mining law occurs, Sanz may be able to make any decision without MinAmb's approval.

Just some thoughts.
