The text of the committee meeting was not an automatic translation. It was translated by a law firm in Caracas, which I would assume represents Crystallex due to the disclaimer at the top

My apologies if that is indeed the case. I confused translator gobbledegook with legalese gobbledegook. Frankly, I'm not an expert in either but still see my reply as within the realm of possibility. Hoping Richard has the answer you are seeking.
