In order for for Minbam to reinstitute dialogue with Kry & Grz there had to have been an order from on High - Hugo. Hugo, because of pressure & demonstrations from the unemployed miners, had to do something. My guess - he told his VP(shut her up and have her take a vacation), told the Minbam people to create some add'l minor requirements for Kry & Grz and get things moving. Told Sanz not to say anything to save Ortega more embarassment. She saves face and gets more environment oversight , Sanz moves both projects forward, Hugo and the AN puts miners to work and secures votes, Vz gov't negotiates more fees in some form. Everyones a winner - not to mention the millions of shares VZ insiders picked up well under $1. In the background, Fung layed it all out with a private conversation with Hugo. Thats my guess.
