One very striking aspect that has jumped out at me lately, is that Hugo is nowhere near this mining issue which seems very out of character for him. He loves to be front and center of everything.

What does stand out is that Ortega is not benefitting much from prestige lately.

1) She asserted that there would be not permits, but now she has been marched into having to grant permits. This reminds me of a child who was told to clean up her room and did a poor job. Now she is being punished by cleaning the bathroom with a toothbrush. She looks like a total bumbling fool and she is made to look this way by Hugo. Who else would have the power to force her to grant permits?

2) Now in this latest article she trots in having to admit she is broke and can't pay compensation. The miners are going to hate her.

She is made to appear very bad in front of all. It is as if she is being toyed with which is Hugo's classic signature. He loves to toy with adversaries. She is being made an example for all the other Vz functionaries to see.
