Maybe they are also a major lender of stock to the shorts..

Most lending is done by institutions, so just imagine what will happen if the major lender of stock is also a major accumulator.

While the shorts keep selling they keep buying cheaply and quietly, but once the stock turns up, they just call the shorts and ask for the stock back! Could be interesting....
