IMO, there could be a couple of reasons that Sanz keeps cancelling these meetings with the miners. He could be waiting on the new mining law to be passed and we have heard that Minamb has no money to pay a lot of people owed in the country...this may be one thing they are waiting for from the Gaceta Oficial July 1 it looks like there is some money from the gov't going towards the budget of Minamb:

Decree No. 6,198, which agrees a transfer within the budget, expenses for the current budget of the Ministry of People's Power for the Environment.
