Bingo - NO Bear, You have probably hit on the real logjam to the permits. VZ wants the Lions share without any contribution from their 51 - 60%. They don't have the $$$ or the expertise to contribute their share so they hold everything up and then unleash the bagel broad to show the foreign mining community that something is better than nothing. What Hugo did not count on was the degree of demonstrations by local miners(voters) who need jobs. Now the negotiations are about $$$ not the environment. We know the environment was a ploy. We may see the final form where the mining co's give up a %age and in return taxes and fees are lowered. I'll bet that is what is taking place and when the announcement comes it will emphise the environment. On hidden page 22 the income taxes or some fees will be reduced to 11% or some lower number.
