I think that this discussion is likely moot for two reasons. The focus of the mining law changes are to take away concessions that are not being used -- clearly that would not apply to GRZ.

The second and probably more important is that VZ cannot afford to build a $700 million mine, much less actually have the ability to do it.

The expertise of Venezuelans (at least the current socialist variety) is to talk about problems but never to take any action.
