not sure if this will apply to us but it does seem that chavez is getting real interested in bolivar/orinoco...creating "special use" zones....i guess it takes upcoming elections to get things done in ven.....kinda like here....

The Cabinet approved Wednesday to create in the territory where Faja of the Orinoco, a “´Área of Special Use” is located Petroliferous, in agreement with had in article the Statutory law to the 37 Planning and the Management of the Arrangement of the Territory, that comprises of the package of 26 laws including within the frame of the Qualifying one.

The announcement made president Hugo Chavez last night through happens with Venezuelan of Television from the Palace of Miraflores, and indicated that the mentioned territorial figure will serve to give impulse to the Socialist Project Orinoco.

The head of the State indicated, in addition, that after being made official the mentioned special zone of Faja, she will be come to the designation of a “unique authority of area”, in accordance with which establishes in its article 73 of the Statutory law of the Public Administration, also arisen from the presidential qualification.

To the unique authority, it indicated Chávez, it will correspond the execution to him of the development plan for the lapse 2008-2012, that bird-raising Socialist contemplates to an integral complex, whose goal is the one to produce 30,000 tons. Between the headings that will be including are mentioned yucca, sugar soya, cotton and cane. Also a cattle plan is contemplated that it will include more than 700,000 heads.

The agent chief executive said that it is predicted to construct to four plants petroleum enhancers for the crude processing of extra-heavy of Faja and its conversion in light. In addition, the construction of a refinery in the axis Caicara-Cabruta will allow to refine about 400,000 daily barrels of crude.

They will construct infrastructure

The president of the Republic explained that to make the Socialist Project Orinoco possible they will be necessary resources by the order of the 878 million strong bolivars.

He indicated that they will be developed v´ías of communication, including a freeway of 660 kilometers. In addition, a vast plan of construction of houses will be undertaken.

The embryo of the socialist project will have as departure point the installation of 13 campings in the strip corresponding to the Area of Special Use.
