It appears someone wanted in possibly in anticipation of the news we all know is coming, a permit.

On AMEX: Vol at about 1.82M, above norms of recent past. Short term techs have turned, so party may be over for now. Daily techs, as noted before, still showing good so the long term party is still ongoing.
