One question that has been bothering me lately is Why did the Ministry of Environment(MOE) give KRY this letter stating they conform to all requirements, but did not issue the permit. The one conclusion I take is that someone else outside the ministry must have the decision to offer the permit. Since the issue of this letter indicates to me that their job is done in regards to the environmental review. The conclusion that I take away from all this is all lights are green for CHAVEZ to issue the permit.

Question for the board is this letter stating the ministry of environment is done their review?
