In spite of the many laws and regulations in environmental matter, the competent authorities make contingency not covered by law, which could originate serious problems of health for the residents.

The immense smoke cloud that contributes the municipal garbage dump aggravates the environmental crisis of the city

Recently the Ministry of the Popular Power for the Atmosphere made a meeting in Caracas and in her the environmental panoramas of different cities of Venezuela were analyzed. Ordaz port is between the three first with greater airborne contamination, which implies serious risks for the health of its settlers. This report must come soon to the light, since they were in discussion the conclusions and some details.

If this is truth, why the environmental authority of the state is not pronounced? Or it is that perhaps the function is to take care of the position without making the correct thing to guard the faithful fulfillment of article 127 of the national Constitution that establishes “the right to a healthy atmosphere”?

Inescapable responsibilities
As well as the present government affirms that “Venezuela now is of all”, the atmosphere also is of all and is incumbent on to all, from the municipalities to the ministries, since all the activities are susceptible of degradation of the ecosystems, in major or measured minor.

Although the mist of these last days is the most evident contamination, are others leave the basic companies that in spite of noticing less, are equal of dangerous. Recently professor Luis Guzmán, member environmental specialist of the Research center of Environmental and Viable Management, explained that the cathodic remainders of the processes of aluminum they left - in contact with the water run-offs cyanide. Combined to this the chemicals prepared in such remainders with the same water they generate ammonia, substance that back left to the atmosphere days in Alumproca, Alcasa and Venalum.

The ex- Secretary General of the Union of Workers of CVG Alcasa, Henry Aryan, gave faith of this situation and affirmed that all those substances go away by the drainages to fall finally to the Orinoco. Also he happens with other companies of the zone, which remove to their spills to the river causing the death from fish and the contamination of waters.

Returning to the atmospheric subject, the existence of so harmful conditions in the quality of the air brings consequently immediate of diverse respiratory affections. Those that suffers more are those that lives in zones bordering to the basic companies or in urbanizations that by their location receive airs of these.

Into the hands of the power
To the declared being Guayana like the city with more contamination of the municipality, the Atmosphere Ministry and the Ministry of the Popular Power for the Basic Industries and Mining (Mibam), they would have to do something so that the industries of the region do not generate so many spills and emissions that cause diseases.

As far as this, president of CVG and also to title of Mibam, Rodolfo Sanz, declared recently that contamination “is serious, but how we solve if we did not adapt the companies technologically, either must come the investments, is necessary to adapt so that president Chávez can improve the atmosphere… is about to decide this, the cronograms we have or them, we are defining the sources for the run times, or have all the plan, in the first three months I did everything and I have a complete x-ray”.

Joint work

All, absolutely all the residents of the state have part in which it happens in environmental matter. But they are only those that are in the power who have the moral responsibility, and legal, to make merit the effective laws.

In this sense the MinAmbiente, the Mibam and the Mayorship of Caroní - to maintain a garbage dump and a sanitary filling municipal are not in the obligation to grant at least minimum an environmental security, so in his hands it is continuing being blind, deaf and dumb before the enormity of the problem or on the contrary to take forceful actions before an ecological catastrophe and of health unties in Bolivar.
