I've also heard from RM and others that the VM has the authority to sign/issue the permit. Since it was Chavez that presumably asked MinAmb to re-open the KRY file in June, and asked VM Garcia to do it, I always thought it was a safe assumption that she'll be the one to sign/issue it. Based on the fact the VM Garcia authored last week's letter, I think it's now a given.

We're real close boys & girls. Don't let the current PPS fool you as there's many people who've been burnt and won't jump in until the permy question is finally put to bed. Quite frankly, with all the BS that's gone on I don't blame them. Regardless, this will run hard once the permit is finally announced. I think $7+ is very realistic.
