My sense is that Crystallex is trying to give the mill to CVG, but CVG can't run it so they want Crystallex to bear the cost of running the mill for artisanal miners. We have no economically viable use for it and I doubt that it has any salvage value.

It's just another social program, who cares if we have to run a small mill as a training site or build another water plant? When the are negotiating about minor stuff like this we are getting very close.
