I am still wondering what "expedited" meant to Hugo & VZ when the reversed Ortega's "no permit" press release. Even in VZ it seems the permit should have been "dusted and polished" by now. What is holding it up and for how long? I agree with other posters that the Nov elections are a sand in the line for a permit issuance deadline.
