I've been thinking about this a lot, as we all have,of course. After the VZ govt said fix Ortega's mess and expedite a resolution I thought the permit might be issued in a month or two. But after reading all the posts and seeing VZ problems in Bolivar state I now feel that the VZ govt via Sanz wants a comprehensive package for the area before the permit is issued.
Three problems:
1. VZ needs to find a solution to the small miners. They cannot issue a permit to Kry without also somehow dealing with the small miners. There would be a revolt. Perhaps the Revemin mill discussions come in here.
2. Labor unions have to be satisfied they they are getting a fair deal. This is a socialist govt which cannot ignore the unions when the permit is announced.
3. The permit cannot be issued to Kry with a contract to mine the gold and allow Grz to build a mine with a concession. Everything we've seen happening in VZ has to do with contracts, joint ventures or outright VZ control and operation. This is where the Rusoro story gets interesting. Maybe also China with Hugo's upcoming trip there.
The above theory of a "comprehensive package" to deal with the 3 problems for the Bolivar area makes the most sense to me for why the the permit has not been issued when it seems it should have. The November elections just add yet another layer to the problems.
So that's how I see it. I think Sanz and Garcia have the authority to get this done. Just how long it will take is the issue.
