Hugo has little choice, most of the refining capacity for the heavy crude that comes out of Hugo land is located in the US.

The occasional saber rattling that Hugo likes to participate in with the US is just a diversion tactic to keep the Ven masses from really understanding what a mess he has created. (not unlike Bush and his tactics with the masses in the US).
