i'm just guessing here but i can see this playing out like this:

the hugo special: he'll go to revemin, say "we have taken back dis mill in the name of the people and will take control over all of our natural resources! viva la revolucion! i'll have your checks in the mail next week!""...stock will suffer

a few days/weeks later he'll issue a permit to kry and say "we start this project in the name of the people! your checks are in the mail"......
