Teutracker, what's your take on a permit before the Mining Law is approved and gazetted?

If the new, revised mining law is suppose to outline how Ven conducts business in the mining industry with regards to partnershipping with Ven, does it not make sense to release the Mining Law first, before Crystallex is granted the permit from Merly Garcia? Comments.
