As a reporter, if you use the word "MAY" here then everything you use in support of your opening paragraph must be viewed as conjecture or an opinion. You are not really reporting and your work belongs on the opinion page.

The same goes for an article that states: "A permit may be issued very soon" etc.

To actually win a lawsuit (in the US anyways) I think you have to prove willful intent and to collect, show the resulting loss.

Funny, If Chavez actualy does what this reporter says he MAY do, obviously you don't have a case. If the permit is granted, probably no one will care, except for those whom will say that the resulting run-up would have been better if the base PPS was higher to begin with. Reuters is based in Europe (Germany)? I have read newspapers from there an it seems much of their reporting is opinionated and they are still more leftist-minded there than the US. (Even though it seems we are cathing up fast).
